While the dye might be suitable for the 'wrap' that appears to have been added to the rim, I'd think a paint like Krylon or regular Sems would be more suitable for the 'spokes' once you've removed the remains of the paint that's been added.

is that primer on steel spokes or are those vinyl? vinyl dye works well, did an entire interior with that spray stuff from the parts store years ago and it holds up well.
if it's metal, sand, prime, paint, use enamel or epoxy paint if you want it to hold up. appliance paint would work...
