I too agree that there might be a mix/match going on. Please send engine shots and VIN.
My first blush is DO IT. For 5k you appear to be getting something solid to work with- not perfect but absolutely presentable and livable while you make it your own.
You obviously like the car and you are good with how it drives. The car is worth the asking price but if I were you I would offer $4,000. If you haven't already told the seller you are alright with the AC being gone don't tell him that.
Say due to the fact that it is missing the AC, the obvious fluid leak, and dust cover on the transmission would you take $4,000? If he says yes you get a great deal; however, he will more than likely counter you at $5000, which IMO is a fair price, Don't jump on that price.
You should hesitate a few seconds, drop your head, and shake it slightly, then say I like the car but............ another pause and say I will meet you in the middle at $4,500. I am sure he will accept it.

$4,500 would be the absolute max and I'm a bit weary at that price. There is a ton of work to be done and that's why I say $5,500 is too high for sure. Are you going to do everything yourself including the mechanical, interior, body work and paint? That will cost a fair amount even if you do it, not to mention it's still a lot of work. I know, I completely did mine including paint and it is a lot of time and labor to get it right. Besides, a good paint system isn't cheap. Just to let you know in case you don't, since the nose will need work and paint above the bumper, this will be an issue since there is no stopping point to do the paint correctly. What does that mean? Well, it means that the entire front clip will have to be painted to get it right, from the fenders forward to include the hood. So, if you do that, you might as well do the entire car so that it all matches... jus sayin'.
Not trying to scare you out of it, but just to let you know how much work/money is involved to get it right if that's what you are aiming for. Again, good luck with the project.

You are right it would cost a lot to restore it but that would be the case with any restore project. Keep in mind not everyone is looking for or wants a fully restored car that sits in a garage because they are afraid to drive it. As is the car is definitely worth the $5500 asking price but I never pay the asking price for the simple fact that I love the art of negotiation.
Judging by the pictures it looks as if the power steering leaks, the transmission dust cover, and rear sway bar are both missing. The car has been garage kept, the interior is really good condition, and the paint looks good. Yes the front could use some work and the AC needs to be replaced, especially being in TX, but this is a very presentable driver quality car and the $5500 is a fair price.

You really need to verify the VIN. This car looks to be an 81. From what I can see of the interior pics the shift pattern looks like PRND21. The 82 would be PRND32. The emblems are all 81. The seats appear to have been recovered in 78 pace car silver. The seat backs should be the seat colour not black. The speedo is from a 79 as the 80 through 82 only went to 85 mph. This car took a hit to the nose at some point in time. The gaps are horrendous. Get a shot of engine bay and VIN so we can verify the actual year of this car.

Actually, the 82 pattern is... PRND32. D being OD (4th) with a 700R4. I do agree that it is a mismatched assembly of parts it would seem.

It is sitting high in the back, like when rear-end suspension work has recently been done or it's been on a lift. A few other things I'd question but those are the big ones for now.
I think it may be an 81 as well. The monoleaf spring was standard on the automatic cars in 1981. The VIN will tell the story:
This car will need some work. If the OP is not handy with a wrench it could turn into a money pit real fast. I'd also question the mileage based on the speedo replacement.
