I have a 1969 corvette that has been in my garage for 20+years and I have been trying to get a title to, its been about 4 months and I have gotten no where, the car's vin number does not come up anywhere in any system so they keep sending the paper work back. Can anyone help me or point me in the right direction.
This will vary by state. I know in Michigan, you can go in and have the Secretary of State run the vin and get a new title issued so long as it comes up clean. You just tell them you have owned the car for 20 years and the title was lost, no problem.

When you say they keep sending the paperwork back, it sounds like you are trying to do it by mail. In a case like this, pencil in a few hours in your day to physically sit in front of a human being at the DMV office until they can process a lost title application, or a supervisor can tell you why they cannot and what you need to do. Use your cellphone to take a clear photo of the VIN on the car for handy reference.
They may need to send an officer out to inspect or whatever but go in there in person, regardless of the state and settle it. Otherwise it will never get done.

Is it possible that the 69 likely has a 14 digit VIN? DMV's around here only have the 17 digit VIN system. Years ago, someone at DMV added 4 digits (the day and month I had it inspected) to my VIN title to make it work. Screwed things up after it sat for 14 years and I went to get it re-titled. Just a thought.

Been there twice already nobody seems to know what to do , and the strange thing is that I had the title put in my name when I first got the car.
1st Digit is the Division: 1 = Chevrolet
2nd and 3rd digit is the Series: 94 = Corvette
4th and 5th Digit is the Body Style: 37 = 2 door Coupe -- 67 = 2 Door Convertible
6th Digit is the Model Year: 9 = 1969
7th Digit is Assembly Plant: S = St. Louis, MO
Last 6 Digits are Production numbers starting with 700001 to 738762

can you get to see the number on the chassis ?
The chassis number is only a partial and will not help him. Same with engine and trans numbers assuming they are even original.
I am afraid this car will be a problem to register with a proper 69 Corvette VIN. I have never seen anything like this where the VIN tag "looks" original but does not conform to the standard format.
That U should not be there. It should have been a 7.
