Does this indicate a leaking canister?
May sound vague, but possibly. The internal diaphram must go to it's end of travel for any passage of vacuum through it to say it is the problem. If it cannot move to the front or rear and you feel vacuum at the opposite end, it's toast.

I can do this to test my wiper door actuator also

Sounds like vacuum canister has a ruptured diaphragm

Default where did you order actuator from?

Mine has about the same symptoms. After I do the vacuum hose test I may have to order an actuator. I bought mine with small actuator and the curved tube (I'll look again, but looks like a 72?). I'll just get the same thing since it's worked fine for like 32 years.

I bought mine from Ecklers . They're selling them on e bay, $118.00 and free shipping. I think I saw the other style too.

Just to finish the thread, I bought the new vacuum canister and finally got around to installing it today. It took about 6 minutes and now all is fine, wipers work great.
I'm thinking about having my original canister restored to keep the car as original as possible. I found an ad in the NCRS Driveline for a restoration service for the canister. I need to call and check the price.
I also pulled the radiator out to have it repaired so that ate up some time but it's back in now so we'll see what else needs attention after sitting for years.
