Sorry. Lol. I tried editing and it obvousily didnt. Its a 1976 stingray coupe L-48.
Their is nothing that indicates to me that it teliscopes. The service and overhaul manual doesnt tell me ****. Im new to this car and still havent figured out all the quirks yet.

And maybe year matters but I don't know. If like my 77 and it has the parts it would be a toggle like ring around the Horn. Has an appendage like a pointer on it, you just twist that ring left or right to release or lock the steering wheel. Try it both directions and push or pull on the steering wheel.
if it's there and it won't do anything there's a way to adjust it under the horn button, unfortunately I forgot how.
Its defiantly a teliscoping column. Thanks SO much Longroadhome. It was exactly how you discribed it. I thought that the horn button was just a little fancy. Silly me.
The trim ring behind the horn button "unscrews" to loosten, "screws" to tighten. There's less than a quarter turn lock to lock (there's a tab that fits in a recess at the top of the steering column), so if the adjustment is off, it may be always tight, or always loose. If that's the case, you need to pull the horn button and adjust the tightness of the star bolt relative to the trim ring.

Very welcome. Good thing I didn't try to describe the adjustment, I only remembered that star-like screw. And that it was extremely sensitive when changed, mine wasn't holding at all and then it held tight and wouldn't move with a little adjustment. It was actually fairly easy to do, as seen in the video. I still don't have a functional horn though...
