Anyone know if the VIN is stamped in the frame and if it is do you know where it would be stamped? My car is a 1974 and cant find any number on the frame.

The VIN number was stamped on the frame in 2 places.
First on top of the left side frame rail right about where the driver's hip is. It can't be seen with the body in place.
Secondly, on the top of the left side frame rail just forward of the number 4 body mount bracket. It can often be seen using a mirror after cleaning off the top of the rail. Generally you can feel the 'depression' in the top of the rail made by the stamping machine with your fingers so you'll know you're looking in the right area.

You're doing nothing wrong. Older cars/vettes have a 13 digit VIN, new cars have 17. Most if not all VIN programs work off of the new 17 digit VINs, they can't do anything with a 13 digit VIN.

Color and interior are listed on the trim tag on the a pillar when you open the driver's door. As for the options it originally came with, all you can hope for is that your build sheet is still on the gas tank and legible.

Dependent on the year of the vehicle the VIN won't tell you anything other than your basic Chev., St. Louis, Corvette (Coupe/Conv.) and serial #. A couple years would show which engine was originally installed, but that's about it.
You can start a thread with your VIN and some pics to help things along.
As for window stickers, there are websites that make repro's. You can option the car as you like, but you're not going to get a copy from GM.
