Wiper switch. The plunger pushes on the switch button as the wiper door opens. Wipers turn on when the button is pushed. The AIM shows the set up. If you are missing the hardware, you'll need it.

The switch the photo you included happens to be installed upside down.
I'm not sure how much difference it makes… but it might in some strange way.
