I have 78 SAE L82 and while I dive down the street to keep it straight the wheel is 25 degrees to the left. I thought at first that the locksmith when he replced the wheel he put it on wrong, but as it sits in the garage the wheel and the tires are both centered up nicely. What could be the cause of this. BTW the car only has 5,700 miles on it.
Front end alignment BUT did you verify he installed the steering wheel correctly.
I'm pretty sure he did, when its sitting still, everything is lined up perfectly. Also, everything works as it should in the column. The previous owner (my dad) lost the keys. That's why it was apart.
It could be one screw hole off on the installation.
But other things might be at play too.
Check your tire pressure, one could be low and causing this... then check the screw hole alignment of the steering wheel and then the alignment.

Thanks the tires were just replaced and it did it on the old set also. I will check screw alignment shortly. Do I need a wheel puller to get it off or is it just the screws?
nope... just keep track of how the horn button and the upper contact, shims screws come out... Take a picture first, it'll save you some time when you go back.
Does it 'pull' to the right? If it's pulling, and you need to turn left to compensate, then I'd guess alignment. If it drives straight down the road, but the wheel is just not centered, then I'd guess the steering wheel was off by one hole.
Slack in the steering box causing the problem on roads with "built-in" slope?
Not much slop in the steering.... Yet

Not really pulling, I just pulled the wheel and put it where I think is center. I'll know in a few minutes whether I did it right or not, but at least my horn and locking collar still work.
