It would be interesting to know the VIN sequence number and trim tag build date for your car.
70 model year cars typically had one nozzle on the vertical surface of the bezel and one nozzle on the lower horizontal surface.
Some very late 70 model year cars and early 71 model year cars have both nozzles on the vertical surface between the headlights. (It wouldn't be surprising to see a car built during that period with one of each.)
By about sequence number 2400 an operating washer system was no longer being installed although cars continued to have 5 port pumps, washer hoses in the vacuum hose bundle (but cut short), and holes for the nozzles in the bezels for a period of production.
Does your 71 had an operating washer system?
