I'm sure GM didn't send this one out with a dangling courtesy bulb in the passenger under dash - all I have is the bare bulb socket - no little metal clip, and I can't tell where it would mount anyway. What should this look like?
There is a boss made into the back of the dash pad, If someone put in a bigger screw it will be split. I fixed mine with some epoxy. I put a small hose clamp around it to pull it together, then filled it with epoxy and re-drilled it.

In looking at the 69 AIM it appears the small bracket for the right side courtesy lamp attached to the upper forward corner of the 'kick panel', while it was the turn signal flasher that was mounted in a small bracket on the rear/bottom edge of the right side dash pad.
Is that in fact the way it was typically done on the production line?
It WAS different on cars with the a/c option. The bracket mounted on the side of the air box.

There were typically 2 holes in the forward edge of the right side kick panel… one for the lamp and one to secure the kick panel to the hinge pillar.
