I read in 80-82 NCRS tech judge manual that on the passenger side aft the front tire the frame VIN was stenciled with yellow. Is this common to find after all these years? It would be great to confirm the original frame, etc but cannot see it find it first look

Well, it depends on road wear as well as owners that have felt the need to perform cosmetic work to the frame without taking the necessary precaution to protect sensitive factory markings. I have an ongoing study of 1978 Pace Car stencils but, as a chassis judge, I look at many C3 stencils and have seen them in a full range of condition.
Generally, the location drifted around that aft position and so often, the stencil is partially hidden under by protective surrounds. The stencil will have two elements, the frame assembly number and a date code. The date code is presented in the format of 5.19.78 (see below). This image shows what's left after many road miles
One photo below is frequently on the forum here and shows the location of the frame stencil before the body joined the chassis. The VIN frame stamp was another location on the driver's side on the kick up of the rear wheel.

I know this topic has been discussed many times but some answers to my questions are still eluding me event after going through many post & research, If someone has a clear picture of a 1981 frame stencil, I would much appreciate as I want to reproduce it on my car, what's left on mine is unreadable, it just gives me an approximate location, I have seen a picture of the St-Louis assembly plant showing a number and date but it does not correspond to the part number shown in my assembly manual, P/N: 14020218, I believe the frame assembly is the same for both Manual & automatic tranny as both transmission cross members were bolted to the frame that year. So if someone would be kind enough to look in their pictures and post it, it would make my day Regards!
Try this company they should have what you need call them. Also the stencil were not spray painted a paint roller was used. You know this is an old thread. The first photo is of an 1981 frame date is 12-8-80
