I'm pretty sure you can get what's called a "state issued VIN."
This is, of course, a number that the state comes up with and I believe on the title it is listed as unknown manufacturer and model - ?
.
It all depends on the state. In Indiana, my 1979 Civic race car with no VIN was listed on the title as a "assembled 2014 Honda Civic". This car undoubtedly has a VIN somewhere, and here in Indiana you apply for a lost title, assuming the police don't find that it was stolen when they inspect it. That was a risk I didn't have with my Civic. I think the take home message is that unless you are looking at a car which you have ZERO plans for street use, any title issue, ie "missing/salvage/lost" is code to me for "deep discount"😳

I did also did not think that an HD frame was available as gbvette62 stated.
Not really in florida, i have talked to the head of this here more than once about cars like this,
They wont mess with a complete built car like this, they would get real feisty if the pillar tag is missing might lead to impound,
The head told me if i wanted to buy a car like this and title it in fl i better make the seller gets a title in their name and a legit vin if they refuse that should be reason enough not to buy it unless i want yard art.
This is moot for me, short of the engine my 454 isnt this radical i will have a comparable 69 convertible for about 13k invested with clean vin and title....

This is exactly why we stripped down, and sold off the 1931 Chevy in pieces.... because the FL DMV gave me such a hard time getting a title. After 3 attempts, I gave up.
On the bright side, we converted the cash and garage space into the 71 Vette.
