Replace the relay, cleaned, sanded, and bench tested the horn and it works. I hear the relay clicking and I’m getting power at the horn wire. The ground for the horn (fender brace) is pretty rusty, but was able to use it as a ground for the multi meter.
Very strange. You say you are getting 12v at the horn when pressed? If so your horn should work if the ground is good.
Also might put your meter on amps and put it in series with the horn, in other words put one lead of your meter on the horn wire side and the other lead on the horn connection. This will measure the current draw. Not sure how much current it takes to blow the horn but if it's very low then the horn my not work. Just another suggestion to try.
On further investigation, the horn is no good. Was able to test it on the bench, but pulled it out of the car one more time and it didn't make a sound. Got new horns, works great. Thank you to all.

so after 40 years of fooling around with old cars I bought a 12 v power supply....you can set it many ways but one way allows the voltage to be stable and the current to flow what ever the appliance needs. I use this to test all electrical equipment I put in my restorations so I know the amps pulled is with in specs
I have a few different power supplies on my bench. One variable 0 to 15 that I built. 1 solid 15V that can put out 3amps max and a 24V that I use to mess around with when I need high amps (it can put out 10amps) that I can regulate down to any voltage I want. Having a power supply on your work bench is invaluable IMO.
