I suspect the circuit board is more likely to fail instantaneously than the filter. But, maybe Willcox would provide some 'read' on which to check first.
P.S. If you were under the dash for some other reason, a damaged wire is the most likely suspect.
By-passing the tach filter takes minutes to do, and you can also check first to see if something as simple as the connection there coming loose or finding a burnt wire. That would be the first and easiest check. In the end it could be the circuit board but I would not open my dash before checking the filter connections first.
