Default 1978 power steering control valve

I cant get the control valve to come off the bolt that holds it to the pinion arm.

I removed the cotter pin and unscrewed the nut. I used a pickle tool in my air chisel, still not budging.
Is this right or do i need to remove other parts too?

Mine was hard to remove. I used a pickle fork/air tool attachment. Had to work at it but it finally let go. .

I didn't but if you need to move it out of the way to get better access go for it. Spray down the pivot bolt with good penetrating oil couple times begore trying to break loose. Even soak overnight using a cloth to hold it.

Use a small chisel to spread the threaded collar so it will turn more easily. Also, if you are going to rebuild that valve, count the number of turns to get it removed to the nearest 1/8 turn. When you reassemble it, reverse the process, orienting the control valve exactly as it was when it was freed from the threads. It will then be nearly in the same place before removal so steering adjustments will be minor.

I found it easier to remove the pitman arm from the steering box and then remove the arm from the valve once it was off the car.
