From that shot, it looks like it could be an alarm siren or maybe some Oddball old electric fuel pump. Although I don't see any hose inlets on top. Take it off turn it upside down see what it looks like. Then take it down to the river and Float test it.
well that's strange, this thing looks as old as the car. I'm pretty sure I'm taking it off and take my chances.
For the record the car was in pieces when I got it so I'm pretty much making this up as I go along.
See if the section below spins then it’s a alarm. Of course it could be frozen up. Put power to the wires and see what it does. Sure looks like what I remember aftermarket alarm sirens looked like. But there are many years that have gone by so........ stand back when you power it up!! 😂😂

I have the same siren on my 68, this was an aftermarket, dealer installed alarm system. They normally put the key portion on the front drivers fender above the vents.
I have it hooked up to a switch under the dash and it cranks pretty loudly..sounds like an old fire truck siren.
Makes for a big hit at parades and such, bench test that baby with some 12v and be amazed...
That's the alarm GM installed when the car was new. from the factory. It does not look too great but it may be able to be salvaged and or rebuilt. Clean it up and give it some power and slowly play with the small screw on top and you may get it to come back to life. I did so with mine. You will also find other alarm components in the jack compartment.
The other alarm is done for and is a rusty mess. Not worth saving since it is not original. The GM alarm was cool but absolutely useless from a security point of view. I assume someone decided to put a more sophisticated alarm system on the car. Ike
