It is either power from the fuse box circuit breaker, the power window relay, the window switches or the window motor. If both windows don't work it is probably the relay or at the circuit breaker. It could also be a ground problem. To diagnose use a test light to back probe the power wires from the fuse panel. see the picture. I don't have a wiring diagram for a 78 but on a 75 there are two wires< orange/black and pink/black. If the 78 is the same your in luck. If not you need a wiring diagram. Dr Rebuild has a great laminated diagram with pictures of the actual connectors used. If the test light shows power at the back of the orange and pink wires you go to the next connection in line which is the relay. In a 75 the relay is under the front of the center console and a bitch to get to. Assuming you get to it there is a test procedure by Wilcox on YouTube for the relay. Alternatively I believe there is a pink wire from the relay to the switches. You might be able to test for power there. Either way the console has to be taken out.
Switches are a weak link but if both windows don;t work it is unlikely that its a switch. If its just one window you can test at the motor by removing the door panel and use the test light on the motor connection. Ground the test light on the metal door and probe the motor connection with the test light while operating the switch. The two wires on the motor connection are both hot wires, one for up and one for down. If there is power at both wires the motor is probably bad. If there is power on one wire but not the other it probably is the switch. The ignition key should be on to test the motor and switches.
After you get the breaker thing taken care of, you have to figure out what caused it to trip/burn. I see you are in Florida, plenty of rain here. The motors sit very low in the door and are susceptible to getting wet. Be sure the rubber that seals against the window is ok. Something I have done is drill additional holes in bottom of door for water to escape.
May have to replace a motor or 2, or try and "refurbish" with something like wd40.
