I see your dilemma. I'm no help at all. I like both very much. Both are cool for their own reasons. What are the colors on the '74? Are the prices the same?
I doubt either will appreciate or depreciate faster or slower than the other. just make sure you buy in at the right price.
if you are looking at NOM cars, then buy on condition.
a big block in my opinion will always trump a small block.
Big block trumps small block. Chrome bumpers trump urethane. High option trumps no option. You know they are not the only 2 corvettes for sale? A 500 buck flight to Arizona and a 1000 ship back home is not much compared to the total price of a nice Corvette.

Do I have the money/experience to repair the 69 and possibly repaint it?
Will I be happy with the brown/neutral color of the 74 or will it get repainted?
Why am I so fixated on these two cars?
If I can afford to drop $XXXXX on a car that I will paint why not just add that additional cost to the purchase price and find one that I like and wont need to paint?
Neutral is off-white interior with green dash and door pulls. Chocolate brown rug. Rare. Most rare stuff is rare for a reason. If you buy a car needing paint, you are buying a car next year, maybe. Might be 2 years. Body shops put the insurance jobs before all else. No matter how much you are paying them. And the more they get up front, the longer the wait.

LOL Hardly "fixated". I'm looking for a car for light repair with/and cosmetic super-detailing as a fall-winter project. I use the term "project" very cautiously. In the meantime I have a 66 convertible, 68 L89 convertible, 69, 81, 86 convertible and 96 LT4, so driving a vette isn't a problem.
I have only one Corvette, a 73 BB fully equipt.
Love it.
I truly like the look of the 73-74 front end.
It's much cleaner than the chrome bumper cars.
I would go for the 74 BB to complete your stable as you have nothing 70's in it.
And only 17K on the odometer, no brainier!

Do you want a car to sit in your garage, or do you want a car to DRIVE? A Corvette is a beautiful fiberglass body wrapped around a 4-speed transmission, and the 69 is the best looking of the chrome-bumpers. Zora preferred the SBC, and especially if it's already NOM, there's nothing stopping you from putting in an SBC that will easily beat any original BBC. I wouldn't give the 74 a second thought. Just be sure there are shields on the sidepipes.

Eh, get the 74. Leave the 4-speed 69 for someone who has time to drive it every weekend.

True, the '74 will be a tough resell because of the color, but what people hate now, they love later. I saw a '71 GTO Judge in bright green cross the auction block at north of $75K and the '58 Impala's are rising up in price, versus the tri-five Chevy's. Of course I am prejudiced owning a Dark Brown '74, but I like the color and I guarantee this, you'll never see another car like yours pulling up next to you! Add a BB 454 and you have a really rare Corvette, plus it has the appeal of being the last Big Block C3 Corvette. In all my gear head spotting cars, over decades and decades, I've only seen two Dark Brown Corvettes. I'd take the low mileage, don't have to do nothing to it, C3.
Non numbers matching, '69 needs work, common color vs. low miles original, rare C3, with Big Block, numbers matching and rare color. If it was a convertible, four speed car, it would almost be a Unicorn, but it's still pretty rare as is. I haven't seen a Dark Brown 454 '74 yet. No paint production figures for 1974, but for 1975, they only painted about 1,500 or so, bright green Corvettes another color that wasn't popular back then and I'd say, the Dark Brown is not far off that figure. You'll never have another one, next to you anywhere. I haven't yet.
Seller also says 1974 original color was Dark Green (painted BC CC Dark Metallic Brown) but pictures of the interior are clearly tan. Website Im looking at shows Green only came with Black, Dark Blue, Silver interior.
