What is the part with cap on right near bottom of picture? 1970 think may be an expansion tank?

The silver tank next to the fender is your expansion tank. What the tank is next to the radiator, need a better pic.

There is no tank next to the radiator, he has an aluminum radiator.
The question is, is there a second pressure cap on the radiator?
If there is, and it is not a blank cap, the system is not correctly set up.

OK. I see it now. The, presumably, transmission cooler lines threw me. With the exception of my Avalanche, every car I have owned since 1983 has been a stick shift.
