my left (drivers ) side indicators operate at a slower rate, really slow, than the right (passenger) side. All bulbs are fine and turn on, is it a relay issue? As in I need to replace both relays to get them to operate at the same switch on/off rate?
or maybe something else?

Same relay. You have some socket corrosion or lamps not up to snuff.
There is one flasher in the fuse box and another behind the passenger side dash accessible by looking under it. One is for the signals and the other for 4 way, dont remember which is which.

the one under the dash is for signals..I would suspect a bad gorund. If I remeber correctly, when a bulb burns out they hyper flash on that side. You defintely have to check for bulb corrosion in the socket like the Bird said. I would push in your hazards button and see what happens as well
Could one of those bulbs [on the 'slow' side] have been changed to an LED bulb? If so, the current load on that side would be much less and would cause a stock flasher module to operate at 1/2 the flash rate.

My guess is that you have corrosion inside the plastic socket.
To Test the socket attach a wire to a good ground and touch the other end to the brass part of the bulb holder.
If the bulb lights up properly you found the problem.
