That is a "vent" hose from the wiper parking switch/valve mounted under the right-side wiper. That is how it was built at the factory so that the 'hiss' produced when that valve was turned OFF would not be heard in the interior.

If it is indeed a vacuum line, there may be a color stripe on it which can identify the purpose of the line. Willcox has a schematic with colors and where each line goes. Since it’s coming from the windshield/ firewall my guess is HVAC.

I believe that is the vacuum line for the hot water shutoff valve. It's installed in one of the heater hoses ahead of the HVAC blower box. The purpose is to stop the circulation of hot water through the heater core when the temperature lever/dial is all the way "cold".
