According to the NCR Spec Guide, there were 3 blues available in 1982. 24 - Silver Blue Metallic, 26 - Dark Blue Metallic and 31 - Bright Blue Metallic.

check the photos in your body work where you go thru the primer. it should be fiberglass,primer,sealer,color.
see if there is a dk gray before the blue.

Nice work on that bumper! just saw the build thread, that panel line is 100. be sure to loosen it so there is no paint bridging there.
