On a manual transmission car, the nose cone goes thru a hole in the dust cover and I don't know how to remove the cover if the starter is still on the car.
There were no factory manual transmissions in '82 so if you have an automatic transmission you may be asking about a flexplate cover?
Yes, the starter goes through a hole in the shield, not a slot. Pull the starter and take it off, then clip the side of the hole out with tin snips so you can reinstall it with the starter already in. This lets you verify the engagement of the starter on the ring gear by looking into the bell housing. Without cutting the little side off, you can not do this.
Fyi, I finally crawled under the car, and for those with 1982 vettes, you do not have to remove the starter in order to remove the flywheel dust cover. It came off with a little maneuvering.
I have a 1975 corvette and keep burning coil of starter i have problem aligngnment with stater and flywheel cant see it with the cover on any susgestions
