Powder coat colors are determined by "RAL" numbers. There a hundreds of colors. Powder is typically purchased is in 25 lb, 50lb or 100lb boxes depending on the project. You get to pay for the non-stock color powder.

I have managed paint shop for few years in CA.
IF your frame is new I would recommend powder coat with primer Polyurethane base and not epoxy.
if its your old frame, sand blast is and use wet paint. It'll be very hard to dry the frame after dipping it. Most shops just use air hose lamo. Before Appling the powder they'll need to bake the frame at 450f for 1-2 house only then apply powder.
This process was a requirement by the US navy and ISO, 90% of our work was for military purposes
