Anyone know of someone that will convert a C-3 radio to 4-chanel 180 watts, blue tooth XM ready etc. It looks like people will do C-1's and C-2's but are reluctant to do C-3. I have a customers 71 that he wants done.

I don't know anything about this particular business but I stumbled across their website while doing some research for a friend. They claim they can convert most radios:
There are sources that will convert the radios. I know of no service that will change out the radio for you. I'm sure someone would do it...for enough money, but changing out a C3 radio (and speakers) is really the proverbial PITA !!!
Google Aurora Digital Conversion. I sent my original 68 radio and had it converted. It sounds great. I installed JL Audio 6.5" speakers in the kick panels and 6 x 9's in the back. Bluetooth, so my phone works and XM radio off my phone, AM/FM, USB and a sub out. I never installed the sub because I did not need it. It sounds great. If you can't find it through Google let me know and I will find my paperwork and send the name of the guy that did mine. Here's a picture of mine. Expand it to get a close up look at the radio and speakers.
He has my original AM/FM/8 Track radio now. It's getting a full overhaul, a power increase, and a new cable interface for external wired MP3/Ipod type hook up. 100% stock NCRS type appearance. I am getting (4) new 8-ohm speakers to fit in the stock locations from another vendor he recomends. He said he has a 3 month backlog right now but for my needs this will get the job done. Very good price too.
