Yeah, the aircleaner hose is that way because the prior owner got tired of reconnecting it every time he pulled the aircleaner. LAZY SOB!
Run manifold vacuum on the car when warm.... 17-21" HG

ram air flapper!
Ram air flapper must operate if the thermostatic air cleaner is closed...baby's gotta Breathe!
I actually verified its operation (Ram air) then rebuilt it to new condition and bagged it and tagged it, removed! I'm in AZ I need cold air ALLATIME!
