Was the correct MC installed? The same year design?
They changed the design of the MC over the yrs. More specifically the mount and piston on the back of the unit.
If you purchased a "Fits All Vettes" master, it's likely wrong.
What happens is, too much gap between brake pedal rod and MC piston.
Some yrs were adjustable rod. Most were not.

Master was bench bled?

Sounds like air still. How many times did you bleed them and what order?

Did you get the Motive pressure bleeder? I found suction bleeding from the caliper not as effective. Call

Try this
Get the last bit of air out from the brake master cylinder. - CorvetteForum - Chevrolet Corvette Forum Discussion

Then pressure bleed using something similar to this.
