So, it is more of a tube? How important is it to get it replaced?

It's probably not urgent. That valve is likely stuck partially open anyway.
But, if the valve does work (or can be replaced), it can help to keep hot water out of the heater coil in your HVAC system. This will help keep you cooler in the summer. Of course, many of us install manual valves, bypass the core, or plug the ports in the intake and water pump directly, to prevent both extra heat, and the risk of a leaking core ruining our carpet.
Lots of different solutions depending on what you want to do. Do you have a Mity-Vac? You can test the valve operation. You should plug the vacuum leak to the engine from that hose in any case.

those valves go full open when no vacuum and that means hot water is going to heater.
find some bigger vac hose that will connect the broken small stiff vac hose.
important to keep hot water from reaching heater.
