Can someone please tell me what this wire is for? This is on my 1978 C3. Thank you.

not a wire, Its a Vaccum line that is connect to your heater controls
That device is the water shut off valve to help keep heat out of your car when the heater controls are off (stops water from entering your heater core)

It's probably not urgent. That valve is likely stuck partially open anyway.

But, if the valve does work (or can be replaced), it can help to keep hot water out of the heater coil in your HVAC system. This will help keep you cooler in the summer. Of course, many of us install manual valves, bypass the core, or plug the ports in the intake and water pump directly, to prevent both extra heat, and the risk of a leaking core ruining our carpet.

Lots of different solutions depending on what you want to do. Do you have a Mity-Vac? You can test the valve operation. You should plug the vacuum leak to the engine from that hose in any case.

those valves go full open when no vacuum and that means hot water is going to heater.
find some bigger vac hose that will connect the broken small stiff vac hose.
important to keep hot water from reaching heater.

Yep, go to your local autoparts store and get 3' of 1/8" ID "VACUUM" hose. Follow that brittle line back to where you think the poly line is good. Snip it off slide the rubber vacuum hose over the old line and run the new hose all the way to the hot water shutoff valve. When you slide the Hot/Cold lever to Cold you should have vacuum to that hose.
