That's really nothing new. Back in the day it was not uncommon to stick a shirt pin-(remember those)- through a wire's insulation so you could connect a meter to see if had voltage or to check for ground. This just takes that to a more extreme... It's just a foot from the terminal connection, why did they go to all that trouble...

I disagree. That took some effort to accomplish: drill the cable (I assume), find a though-bolt with multiple washers to sandwich the auxiliary wire, tape it up... At least this Bubba had some pride in workmanship and creativity in executing the plan.

Don’t laugh to hard, but I still use the hat pin trick to test and check wires. The wire colors on my 73 are at the best faded, and the pin trick is a good way to keep from making a mistake. The plastic insulation is as hard as steel and I want to be sure I am working / soldering the correct wire. I will let the next owner rewire the car, I am too
old!

There wasn't anything connected to it. Just completely taped up. There's also a bunch of tape around the end that bolts to the frame.

Must've been a GM engineer who wanted to save a few inches of wire, rather than to connect to the "lug" point at the end of the cable.
