@Scooby69 Right. I looked at it yesterday and the bumper is flat against the tail of the car but it won't go another inch higher because its hitting the aluminum bumper. I feel like if I could raise it that extra inch it would look a little closer together but still not enough, It fits around the sides of the fenders well. My guess is this is some old school part that someone sold at a swap meet.
That looks like an aftermarket custom bumper, I can't remember what they called them, Greenwood maybe? It does look like a LOT of work would be required to make it fit. I hope the '80-'82 bumper I have on the shelf is closer to fitting on my '74...
I bet it would take less time to measure your 77 than to speculate.
I don't think there's a difference either, but if there is, your car would show it.

I didn't realize that the spoiler covered the seam.
Perhaps an ACI or "Greenwood" bumper would fit better. There are some leads in the links I posted.
its the structural member your cover is hitting, preventing it from fitup... Cut it to fit. Only way that particular cover will fit your car.. As stated by others,, they ALL need work to fit nicely. Its not impossible.

I think we had to flip the bean upside down. Also removed the triangular reinforcement piece in the middle.
