The tilt knuckle bolts are loose. Common problem among GM tilts from 69-97. Your need some special tools to get to it

Jim, I agree with the above post that the 4 knuckle bolts are loose. Unfortunately, as NowhereMan said, you have to go deep into the column to fix. Not difficult but you need a couple of specialty tools to get in there. If you are anywhere near Long Island, I would be glad to fix it for you.
