Secure tach firmly. Remove car from around it. Replace tach. Reinstall car.
Sorry, but just about everything I've ever worked on in the C3 dash area seems to turn out like that. I think that G.M. had a competition going for who could design the dash with the most breakable & strangely-assembled pieces.

Loosen the steering column and lower it a little.
Remove all the screws holding the drivers lower dash pad. Pull the dash pad loose.
Remove the Speedo and Tach cables (both screwed on the back of the gauge).
Watch all of the bulbs break, a half dozen wires pull loose, and vacuum tubes crack.
Then remove the 3 screws holding the tach to the back of the dash pad.

I did one years ago,,I removed drivers seat, dropped the stearing column, took out t-top,then carefully removed dach..Just thought that there might be a easier way..Thanks
You have to remove the light switch ****. After the panel has been pulled forward a couple of inches, you have to use a couple of fingers to feel around the light switch assembly (behind the panel) and find a little metal button to push. Pushing the button allows the **** to be pulled out.
There was a comment about unscrewing the tach and speedo cables. On some early C3's one, or both, cables are held in place with clips. I assume the 68's have the screw in cables. I think my 70 had clips.
Before you remove the panel, you have to remove all of the tach and speedo light bulbs. Difficult, but I think putting them back in is even much more difficult. I made an extention harness for all the light bulbs so that I could easily put them in with the panel far away from the dash. Then I later just tucked the excess harness up in a loop out of the way.
Lowering the steering at the under dash attachpoints gives minimal clearance. You can also loosen the steering wheel where it attaches throught the firewall. This allows the steering wheel to drop a little lower.
