Some people use a specific rpm to determine total timing.. I usually just dial my adjustable timing light to the desired timing and rev the engine until timing stops increasing.. If the timing mark is at 0, I know that it's set correctly. If it's not, turn the distributor. If you got a helper that can turn the distributor while you are pointing the timing light against the balancer until the mark lines up with 0, it's a lot easier...

You want to get 36 BTDC by 3000 rpm, mechanical advance only. Disconnect the vac advance and plug the port on the carb. This might require different springs. Don't be too concerned about where it ends up at idle unless you have starting issues.

Like the guys have said, just use an adjustable timing light and set the **** to 36 degrees. Pull the vacuum hose off the vacuum advance and rev the engine until the timing does not advance any further. The line on the balancer should line up with the "0" mark on the tab at this point. Turn the distrubutor to achieve this.
