Default Base Timing question

I have a 69, 350cu, 300 hp and stock distributor with points.

I just rebuilt the stock distributor and used the stock advance springs. The dwell is set at 30 deg. I tried to set the timing to 4deg BTDC but would not run smoothly until I advanced it to 14 deg at 700 RPM.
BTW All adjustments was made with vaccum hose disconnect and plugged. I reved it up to 1000 RPM to check if the mechanical advance is working and it does advance.

Any ideas on way I can not get it to 4 deg ?

i don't know your engine but most of the high performance engines have a higher initial base timing then 4*.....14* sounds right to me....how does it run....if its not detonating and runs well theres your answer.

I runs smooth without any denotating, that I can hear. I guess I was trying to get to 4 deg because that was what the manual states it should be. What is the advantage/disavantage of running with so much advance.
Will it hurt the engine in anyway as long as no denotation is present?
Should I be worrying only about total advance and not base?

Forgot to mention, it runs a little sluggish.

I agree with bob, Mine really likes 14* to 16* initial, then my 20* centrifugal in by 3000rpm. Runs like a champ.
