I am not sure exactly what your problem is. Here is a link to a paper on the flexible coupling. It might give you some insight into the parts.

You lower steering shaft is most likely compressed back into the steering column. You need to pull it back out to its original length.
Try not to hammer on the shaft since it could cause problems with the bearings inside the column. Just a straight pull on the shaft.

The following is included in my Tilt & Telescoping Steering Column Disassembly & Repair Paper #3 posted at www.corvettefaq.com in the Steering Section.

Steering Shaft Length Check
It is a good idea to check the length of the lower steering shaft #47. There are two dimensions that can be checked; one while it is out of the column, the other when it is assembled into the column. It is possible that the shaft could be compressed during handling or when the steering column was removed from the car.
Shaft Extending from Column
1968 2.21 inches to edge of clamp
1969 through 1976 4.70 inches to brg retainer face
1977 and 1978 4.90 inches to brg retainer face
1979 through 1982 5.00 inches to brg retainer face
