Yes they can add power, or rather reduce pwr loses.
No matter how well balanced ur rotating assembly is the crank still twists and sees power pusles that can be transmitted to the timing gear set. A good dampner will reduce chain vibration and provide smoother vlv train operation/less power loss from irractic timing gear/cam pulses.
Fluidampner is the best. If using an elastomer (rubber) dampner then the larger the dampner the better.

Enough to justify a 200 dollar price difference? Or what about the street dampr?
I am not adverse to the idea of one of these racing things, but at 300-400 bucks these dampers get pretty expensive, and I am not so sure they do it a 200 dollar difference over a Hi-Po OE unit.
