Default Electrial Question?

In my '74 there are some electrial components in the storage compartment behind the passenger seat. Mine were damaged by water some time ago. Im trying to find what these were so i can replace them. Also, I started working on the lights and other systems at the fuse panel (mainly putting in fuses were there were none). When I put a fuse in the hazard and a fuse in the tail light port I would get a slight shock when I would touch metal in the car (steering wheel mostly). I'm guessing I have a short somewere but It seems strange to me that I would get shocked?

Any suggestions?

The electrical stuff in the back is the alarm system. As for the shocking stuff. Obviously something is drawing a little current in those circuits, but not shorts. If it was a short the fuse would blow. You need to check those for current draw. Find out what is on in those circuits. The courtesy circuit is hot all of the time and also powers the alarm system.
