Default trailing arm adjustment

Decided to try and adjust the toe in on the rear suspension. I managed to loosen the nut and remove the shims from the outside of both front trailing arm bushings. Problem is the bushing doesn't move on the bolt and I can not remove the inner shims.
So how do I get the shims out and is the bushing surpose to move along the bolt?

Oh boy, you just opened a can of worms.
If the TA's bushings have not been replaced in a while then chances are good the bushing inner cylinder guide has rusted itself to the TA bolt. Mine were never replaced and I had to cut my TA's out. I of course was replacing my entire TA, but you would have to reinstall new bushings, bolt and shims.
This is a good idea to do at some point, but if now is not the time soak the heck out of the bushing and bolt with PB blaster and yank it around and try to break it loose. Otherwise either whip out the credit card & VanSteels # or live without the adjustments.
PB blaster should be your first method of attack, heat would help but you will be melting the bushing unless you can heat just the bolt.
Good luck. If you end up cutting it out, do a search on here and you'll find tons of info, stories, and blade recommendations.
Good Luck
