I was one who said lean it out, but here's some REALLY good advice. Do WHATEVER Lars tells you to do. He is the man amongst men. He is the Guru. The Sensei. The all knowing (at least about carbs anyway). I had problems at one time passing the sniffer test and I had to lean mine out. But if Lars says that making it richer will reduce HC, then I'd do that.

Yes, lars seemed like he knew what he was talking about, and was planning on trying that.
I just wanted to run through some of the ideas and make sure none of the adjustments or additives will "cancel" each other out.
Like using a lower octance gas and using an additive?

HC can be timing related, but 4200 ppm is huuuge. It actually seems to indicate an oil control problem. Your mixture is pretty well adjusted with a 2% CO. Leaning it will drop your HC (and increase NOx), but I doubt it can make a 4200 into a 500.
I once had a Camaro with some bad valve seals on one cylinder head. It had true dual exhaust with no crossover. Measuring the emissions I got 120ppm HC on the good side and 1600ppm on the bad one.
How is your oil consumption? Do the plugs look oily?

Well i dont know about registering as historic, but the insurance my dad uses for his QQ car requires 10 years of driving experience. If there was a company out there that had unlimited mileage, and would accept me with my driving record. No points in the past 3 years, but before that i was up to 6.
And id hate to lose my liscense plate :(

this may sound dumb, but did you try just going to a different place and having them check it, cuz if that reading of 4250 or whatever it was is so high maybe the machine was just crapped. thats just my suggestion

No cats or A.I.R. 74's never had cats, and A.I.R. wasnt on it when i got it and passed w/o it. But that was with a different motor.
Next time i got through inspection im gonna go to a different location.

Registering as a historic vehicle, in CO at least, doesn't mean you have to get classic car insurance. It just means that the car needs to be over 25 years old.

I fall in the same situation every two years with my daily driver which is an 83 Olds with a warmed up Chevy 350 and headers. This is what I have to do. I use a hotter spark plug. Then I lean the carb, retard the timing, disconnect the vacuum advance, fill up with ultra 94. This car pass every time. Im limited to a max of 180 ppc for Hc. I pass for NO an Co. I hope this helps. Buy the way, its true about different stations have different readings. They did a study by the state and that was the conclusion.

Disconnect the vacuum advance? Even when they tested mine at 900 RPMs?

Hey man, Jersey is a pain in the asp! They triple check every little detail. Don't kill me you guys, but I helped my buddy build a 1993 5.0 with all the usually goodies. (atleast is was American MADE) We added a ATI supercharger and the station laughed as we drove it through. IT FAILED SO BAD , the station said this was a new record for them. After a smokey tire exit...BIG SMOKEY TIRE EXIT (revenge of course..) We took it to a speed shop in Deptford. This guy tuned the car so it would pass, but the damn thing ran like crap. He even let us (borrow) an H-pipe with cats. We had to take it back to the same station...and it passed! Moral of the story, TAKE IT TO A SPEED SHOP, THEY CAN GET YOU TO PASS WITH LITTLE WORK. atleast get an estimate and work from there...

I have had this same problem in years past when we had inspections here. Several different things worked for me on different cars. Including taking my Jeep to the inner city inspection area where it passed like a champ with ZERO adjustments after failing three times at another station on the upper middle class side of town.
One constant is get the engine temps up. The hotter the combustion chamber, the more burned fuel. You can do this by manually switching your electric fan as needed, 190 thermostat, and or running the a/c (if equiped) to get extra heat up on the motor.
Second, I have used a bottle of fuel additive called "Emission Cure". Don't even know if they still sell it, but it works.
Finally, on my carbed vehicles, I not only rolled the timing back, raised the engine temps, poored in Emission Cure, but I also tuned with a vacuum gauge.
We had a 1988 V6 Fiero with a hollow Cat, and a 1985 Vette with hollow Cats pass with no problems-(as well as the visual).
I also had an 89 S-10 with the ZZ4 cam, and fuel injection from a 91 Camaro with a chip from Howell Electronics. If failed over and over again with the same kind of numbers as your are listing. It killed me taking it to a local tune up shop, but they could not even get it to pass. The ZZ4 cam was killing me. All the tricks listed above including a functional Cat, fine tuned computer, and ignition system did not work. I had no desire to pull the motor so I sold it to a fellow in a county that did not test.
It is interesting to note that it passed with the V8 (with no Cat) while it still had the stock Camaro roller cam. That is why I am pretty sure the ZZ4 cam was the killer. That is all that changed (including valve springs of course) between inspections.

In my '76 I had to pass with a cam bigger than yours in a 388 (224/230 @ .05 hyd roller). I believe my limit on HC was 700, I was well under that when I finally made it through. I ended up retarding my timing a little (maybe 8-10 initial), I do have advance tapped into the manifold BTW. I think I went down one or two jets and leaned my idle a little. I don't have cats, and I am supposed to. I also tried a trick which seemed to work - I added HEET to my gas. I had about 4-5 gallons in the tank, and I used one full bottle of Heet (16 oz or so). Heet is some kind of fuel line additive, and it's basically alcohol. It cleans up your emissions, but I think some places are onto the trick (so don't use too much).
Also, JC Whitney has a couple CO exhaust analyzers in the $100-400 range. I think they also measure CO2 and RPM. I almost got one.

What if you were to add a restrictor plate under that carb. I remember reading that if the vacuum signal is stronger you have more intake velocity and a better burn. Possibly make one out of sheet metal. Start with 2 small holes on the primary side only. Test the motor & keep opening the size of the holes until you get a good reading. I'm totaling guessing about this - but it's worth a shot.
Also, what if you were to add rockers with less ratio? - like 1.3 or 1.4. I think someone makes these.
