I would say yes, they could be rebuilt and it would be worth the effort if your car was an ALL original surviver.
However, I've never heard of anyone bothering with trying.
If your just looking to kill some time, cut the old one open along the weld seam, find out what type of replacement dessicant to use, fill it up, and weld it back together.
I can assure you that I've taken on projects that were way more cost/time/benefit lopsided that this.
Mine on the 79 was welded, so maybe when they switched to the short compressor the dryer became non-rebuildable. If the can will split open then yes, otherwise I'd probably set stuff on fire trying to reweld it.
