The electric tachs have 2 elements that can go bad. There is a controller board and a motor that moves the needle. If he examines the controller board he might find some burned etching.
New boards are available from some of the forum members.
If he finds that he needs a new board, send me an email or a PM. I just bought a pair of tachs - one with a new board and one with a good motor. I think I might be changing my guages to AutoMeter since my project requires an electric speedometer also. I'd be willing to sell the pair for what I paid - $100 + a few bucks for shipping.
