The car doesn't have to be level but it is a good idea to have it so as generally you have the car jacked up and on stands (unless on a lift) making it susceptible to rolling.

The thing you need to watch is that the car isn't tilted so far that brake fluid spills out of the master cylinder when you push the old pads away from the rotors. Otherwise, you could install the pads with the car upside down I suppose...
