Holley Carb Hesitation Again

Said he could do the 383 for under $4000 with all new parts and rebuilding my heads. I'm not looking for "stupid HP" as I have that in my 85 with a 6 speed. 400 hp and lots of torque will be fine. He said that is a base type motor and should last a very long time. It will look stock from the outside but have a little extra grunt.. may be needed with the over drive and 5 speed + A/C. Looking for 1400 to 1500 RPM at 60 mph. American Power train as well as Holley makes a nice conversion. If you did it on you're own it must have been a night mare getting things to fit..

The car is a night mare so it will never be a trailer queen, but a great driver.
I'm hoping to be all in at $20,000 when I'm done. I know it sounds low but I got the car real cheep.
