In your case you can reuse! We did plenty of static work on samples and then placed on dyno engines with no issues. Most situations required replacing but again, in your case, it will be fine. Theres a solid core wire under the S/S armor, there will be no problems with combustion seal leakage. Next the coolant sealing beads and gasket body, in good shape, they will be ok to reuse.
With those fasteners you'd probably wear out the threaded holes in the block before issues with stretch. As long as you follow torque specs.
