Chances are that the pivot links on either end of the wiper door are binding. You can lube them at the plastic bushings with some light oil, then actuate a few times to see if it works. If not, they are probably in a bind somewhere. BE CAREFUL if you try to remove the mounting bolts in those links. NEVER try to take them out before you have put some penetrating oil on them several times over a couple of days. They get corroded and stuck in the threads...and the bolts will snap of at the heads very easily. Once snapped off, they are a pain to repair. If "Bubba" has tried to repair them previously, that is likely your problem. The wiper door actuar has a seal, and the seal that goes into the actuar can keeps comming out of the can. This causes the loss of vacuum and that is the problem.
The actuar seal has a boot attached that goes over the shaft. Does this boot go inside the actuar can, or out side the can towards the firewall?
I also have a large boot (not the one shown in the parts catalog) that covers the shaft and is ment to keep dirt out. This boot may be catching on the seal and taking it out of the actuar can.
Or when the actuar rod goes towards the firewall it pulls the seal out of the can becuase the boot part of the seal does not slide on the rod.
