If it's mechanical, you can reach up behind the dash and unhook the cable from the back of the tack. Then you should be able to spin the "****" on the rear of the tach to see if it moves while you spin it manually. If that works, the odds are the crossdrive gear in the distributor is stripped. Common problem.
The car is a 1981. Is it working other than staying at 1500 when off. If so, this is normal.
This is normal. The tach should go to zero when you turn the key on, but with the engine and key off, they usually settle in between 500 an 1500. That is normal for those years.
