I'd look at the fuses first and if that's not the problem, I'd make sure of the contact and continuity of the flex circuit on the back of the gauge housing.

Both sender units are resistance devices. They regulate 12 vdc to send a voltage signal to those meters. If two gauges are not working, it is likely a ground or signal wiring problem. You should be able to supply DC voltage to the meters (after you unwire them) with two 1.5v batteries (in series....3 volts) to see if the meters work. Be sure to hook up the + and - ends to the correct meter lugs [reverse them if the needle moves CCW].
