First, disconnect the battery [so you can work on it and not hear the horn or short something out]. You can look at the spring-clip ring gizmo and see how it is supposed to go together. If you see some obvious interference problem, resolve that first [including getting the column parts assembled properly to begin with. If it looks like it should go on, set it in place (centered and flat...not cockeyed), then pop it with the heel of your palm...not hard, but firmly. If it starts to go in but comes back out, pop it a little harder. It should go on. If either part of the attaching ring is new, the problem is likely a difference in design from the original part.

The rings on the horn button just snap over the fingers on the contact ring. It sounds like either the horn button ring is bent or broken, or the contact ring is bent or too low. There should have been some spacer rings that raised the contact ring up enough to snap the button on. If you left the spacer rings out, the contact ring may be so low down in the wheel space that the rings can't overlap. Mine had three identical spacer rings with three screw holes that line up with the holes in the steering wheel. Without the spacers, the horn button wouldn't reach far enough onto the springy insulated contact ring to attach. Post what you find.
