The CE means 'Chevrolet Engine' (not counter engine or crate engine as some will tell you) the 0 means it was built in 1970 and the rest is a simeple sequence number that is non-decomposable.
It could have been installed in the car as a replacement by the dealer under warranty, or it could have lived it's life under the hood of a dump truck until you came along. Only original paperwork would help.
The casting number is for a 427 from the '69-70 era.
